BRIEFING MINUTES
NOVEMBER 1 2005
The Iredell County Board of Commissioners met in Briefing Session on
Tuesday, November 1, 2005, at 5:00 P.M., in the Iredell County Government Center
(South Wing Conference Room), 200 South Center Street, Statesville, NC.
Present were:

Staff present: Deputy County Manager Susan Blumenstein, Assistant County
Manager Tracy Jackson, Enforcement & Planning Director Lynn Niblock, Planning
Supervisor Steve Warren, Purchasing Agent Dean Lail, Human Resources Director
Carolyn Harris, Health Director Donna Campbell, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Tice.
UPDATE FROM CROSSROADS BEHAVIORAL HEALTHCARE
CEO/DIRECTOR DAVID SWANN: Mr. Swann provided an update on the following
subject matters.
Village Place/Lifespan, Inc. and Transportation Services: Swann said Tim Mathis, the
Village Place Director, in Troutman, had indicated that all clients affected by the
transportation changes had developed alternative transportation methods, or they were
being served by ICATS. Swann said none of the clients were going without services.
Catchment Area Consolidation Plan or Regionalization: Swann said the state had
recommended for Crossroads to align with CenterPoint and Pathways to regionally
deliver two of the local managing entity functions (utilization management and
screening, triage and referral). He said there were other local managing entities
interested in joining Crossroads.
Currently there are 31 local managing entities and the state desires to decrease the
number to 20. (Previously, or in 2001, there were 40.) If the regionalization plan
conceived by the state occurs, the following nine counties would be combined:
Crossroads: Iredell, Surry, and Yadkin
CenterPoint: Forsyth, Stokes and Davie
Pathways: Gaston, Lincoln, and Cleveland
(The nine counties would serve 900,000 — 1,000,000 people.)
Telecare Mental Health Services Termination of Contract: Swann said notice was
received from Telecare in September that the outpatient contract would be terminated
on December 21, 2005. He said Crossroads was interviewing other service providers,
and the needs of the patients were being considered in the transitional period. He said
there was a goal to minimize the disruption in patient care as much as possible.
Request for Sub -Leases at the Hwy. 21, Statesville and East Center Avenue,
Mooresville Facilities: Swann said it would be helpful to have advance approval to
sub -lease county facilities to the new Crossroads providers. He said pre -approval
would help provide a "smoother transition for all parties involved."
Commissioner Williams said the Crossroads Board had voted and chosen to take
the lead in the regionalization effort.
Commissioner Johnson asked when the consumers would be informed about the
change.
Swann said press releases would be sent next week, but some correspondence
had already been mailed. He said Crossroads had been waiting until the providers had
been determined.
Commissioner Robertson asked about HIPAA regulations and the clients'
records.
Swann said there shouldn't be much of a problem, but attorneys were reviewing
the laws governing the records to determine the proper way to handle them in the
transition.
Commissioner Johnson asked about the delays when deputies were called to
transport clients for hospitalizations. He said the deputies, at times, had to sit and wait
eight to ten hours.
Swann said the most recent information he had was that the problem was
"easing." He said a more thorough check into the situation would occur.
Commissioner Williams said some complaints had been voiced in the other two
counties.
Other: The staff then briefed the board on departmental agenda requests.
Commissioner Robertson mentioned the health department was "staying on top of
Medicaid."
Health Director Donna Campbell was asked the current environmental permit
wait time, and she said the backlog was down to two weeks.
ADJOURNMENT: Chairman Tice adjourned the briefing session at 5:55 p.m.
(Note: The commissioners ended the meeting earlier than usual for the purpose of
extending condolences and visiting with the county manager and his family at an area
funeral home. County Manager Joel Mashburn's son, John, passed away on Saturday,
October 29, 2005.)
