HomeMy WebLinkAboutApril_1_2008_Briefing_MinutesIREDELL COUNTY BOARD OF COMMISSIONERS BRIEFING MINUTES APRIL 1, 2008 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, April 1, 2008, at 5:00 P.M., in the Iredell County Government Center (South Wing Conference Room), 200 South Center Street, Statesville, NC. Board Members Present Chairman Marvin Norman Vice Chairman Sara Haire Tice Steve Johnson Ken Robertson Absent: Commissioner Godfrey Williams was unable to attend due to illness. Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstein, Planning Director Ron Smith, Elections Director Becky Galliher, Cooperative Extension Director Ken Vaughn, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Norman. REQUEST FROM THE MT. MOURNE VFD FOR THE RELEASE OF $55,000 FROM THE DEPARTMENT'S FUND BALANCE TO APPLY TOWARDS THE PURCHASE OF A 1990 MAC AERIAL SCOPE LADDER TRUCK: Mt. Mourne VFD board members Wayne Turner and Steve Knox requested the release of $55,000 to purchase a 75 foot ladder truck. Turner said the truck actually cost $75,000.00, but the department already had $20,000 in the budget designated for the purchase. Commissioner Robertson asked how many ladders trucks were needed in the community. Knox said Mt. Mourne was trying to achieve a better insurance rating, and the ladder truck would help in 2009 when the VFD was inspected. He said buildings and structures in the fire service district had been surveyed, and the 75 ft. aerial truck would provide adequate protection. Turner and Knox said the Mooresville fire department had two ladder trucks with one reaching 110 ft., and the other up to 65 ft. They said the Lake Norman VFD was trying to obtain an aerial truck, but its exact height capability was unknown. Knox said Mt. Mourne had two full-time firemen who rotated shifts. Presentation of the FY 08-09 Mt. Mourne VFD Budget: Turner and Knox presented a budget request of $425,000 for the new fiscal year. They said this was $12,000 lower than the current budget, and due to anticipated revenues and lower operating expenses, the department was asking for a tax rate reduction from 3.50 to 3.25 cents per $100 valuation. COUNTY MANAGER SHARES RECENT CORRESPONDENCE: At the conclusion of the briefing session, County Manager Joel Mashburn shared a letter from Crossroads Behavioral Healthcare Executive Director David Swann about Governor's Easley's proposal to limit local mental health control and the state's plan to assume management. He also shared an invitation to the "Welcome Home Ceremony" planned on Saturday, April 5 for soldiers in the NC Army National Guard's 1132"d Engineering Team. Mashburn requested notification if any board members planned to attend. Note: Prior to the Mt. Mourne VFD request, all other agenda items were reviewed.
