BRIEFING MINUTES
AUGUST 19, 2008
The Iredell County Board of Commissioners met in Briefing Session on Tuesday,
August 19, 2008, at 5:00 P.M., in the Iredell County Government Center (South Wing
Conference Room), 200 South Center Street, Statesville, NC.

Fire Marshal Lloyd Ramsey, Tax Administrator Bill Doolittle, Code Enforcement & Special
Projects Director Lynn Niblock, Assistant Planning Director Steve Warren, County Planner
Rebecca Harper, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Norman.
REQUEST FOR APPROVAL TO (1) ISSUE THE REQUEST FOR
QUALIFICATIONS (RFQ) FOR DESIGN WORK ON THE PROPOSED ANIMAL
CONTROL FACILITY (2) INTERVIEW & SELECT A DESIGN FIRM AND (3)
ADVERTISE FOR BIDS: Code Enforcement & Special Projects Director Lynn Niblock,
along with Animal Services Manager Chris Royal, said the Animal Control Design Committee
had completed the conceptual design review for the new building proposed for Bristol Drive in
Statesville. Niblock said $3 million had been budgeted, but the estimated turn key estimate was
$3,168,650. He said the actual cost would be dependent upon the bids; however, the staff felt the
bidding would be competitive, plus the designer would be approached on value engineering
concepts to bring the project within budget.
Commissioner Williams advised that at the Winter Planning Session, the proposed
building had exterior panels. He said after further review, the committee chose block rather than
the panels.
Commissioner Johnson asked if the footprint allowed for a gas chamber.
Royal said yes, and if incorporated in the building, the backside would be used.
Niblock said there was a sewer line towards the back of the Agricultural Center, and
probably a pump and lift would be necessary for the new animal shelter.
Note: The Design Committee consists of Commissioner Williams, Commissioner
Robertson, Tracy Jackson, Lynn Niblock, Chris Royal, David Montgomery, along with a Friends
of the Animals representative, and a Humane Society representative.)

ADJOURNMENT: Chairman Norman adjourned the briefing session at 5:34 p.m.
