HomeMy WebLinkAboutAugust_5_2008_Briefing_MinutesIREDELL COUNTY BOARD OF COMMISSIONERS BRIEFING MINUTES AUGUST 5, 2008 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, August 5, 2008, at 5:00 P.M., in the Iredell County Government Center (South Wing Conference Room), 200 South Center Street, Statesville, NC. Board Members Present Chairman Marvin Norman Vice Chairman Sara Haire Tice Steve Johnson Ken Robertson Godfrey Williams Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstein, Assistant County Manager Tracy Jackson, Sheriffs Chief Deputy Rick Dowdle, Planning Director Ron Smith, Tax Collector Bill Torches, Solid Waste Director David Lambert, Purchasing Agent Dean Lail, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Norman REQUEST FOR APPROVAL OF BUDGET AMENDMENT #2 TO APPROPRIATE FUND BALANCE — RESERVED (FEDERAL EQUITY SHARING) FOR CRIME LAB SUPPLIES AND EQUIPMENT: Chief Deputy Rick Dowdle introduced Todd Huml, the new crime lab director. Dowdle said Huml would need about a third of the lab space for drug and chemistry analysis, and approximately $200,000 worth of equipment was needed. He said previously, evidence was sent to other areas of the state for analysis, and it sometimes took months before receiving the test results. Huml, a graduate of Eastern Illinois State and the University of Florida, said test results on a top priority case could probably be available, once the lab was operational, in 48 hours. He said the following equipment was needed: GC/MS Instrument FT -IR Instrument UV -Vis Instrument Lab Set -Up (hood & storage) 2 Scopes — 1 stereo microscope, 1 polarizing light microscope 2 certified weight sets Floor Balance Consumables Standards Gases for Instruments Deionized Water Holmium Oxide Std. Other Hotpoint Refrigerator Mills & Clarke Reference Books Total $ 84,750.00 34,190.00 14,417.45 13, 643.00 $ 147,000.45 8,895.25 2,070.45 1,039.00 $ 12,004.70 $ 27,984.62 (Supplies/Testing) 6,649.20 (Supplies/Testing) 435.77 109.76 595.00 3,116.50 $ 38,890.85 $ 548.00 $ 1,556.00 Commissioner Robertson noted that up to this point, the crime lab costs had been paid out of seized funds, but after two years, the county would absorb the expenses. Dowdle was asked if the lab would be more self-supporting once it began to perform testings for other cities or counties, and he said, "It's in the future, but it might be justifiable." He said the state imposed a set fee amount for the various tests, and the county could be comparable, but not more expensive. Huml and Dowdle said that once the lab equipment was installed, the board members would be invited for a tour.
