ORGANIZATIONAL BOARD MEETING MINUTES
DECEMBER 1, 2008
The Iredell County Board of Commissioners met at 11:00 A.M., on Monday,
December 1, 2008, in the Iredell County Government Center (Commissioners' Meeting
Room), 200 South Center Street, Statesville, NC. (This was an organizational meeting
for the 2008-2010 Iredell County Board of Commissioners.)
PRESENT WERE:

Marvin Norman
Ken Robertson
Godfrey Williams
STAFF PRESENT: County Manager Joel Mashburn, County Attorney Bill
Pope, Deputy County Manager Susan Blumenstein, Assistant County Manager Tracy
Jackson, and Clerk to the Board Jean Moore.
CALL TO ORDER by County Manager Joel Mashburn.
ELECTION OF CHAIRMAN: Commissioner Robertson nominated
Commissioner Godfrey Williams for the Chairman's position. No further nominations
were submitted.
MOTION by Commissioner Norman to close the nominations and elect Godfrey
Williams by acclamation as the Chairman of the Iredell County Board of
Commissioners.
VOTING: Ayes — 5; Nays — 0.
Chairman Williams said, " I want to thank you for allowing me this opportunity
to say how deeply honored I am to have been chosen to serve as chairman of the Iredell
County Board of Commissioners for the ensuing year. I am humbled that my fellow
commissioners have allowed me to assume this responsibility at this critical junction in
Iredell County's history.
"We have much to accomplish in the upcoming year. We will be hiring a new
county manager. However difficult it may be, we will need to find a person with many
of the same qualities as we have with our current county manager. We will expect this
person to have the same integrity, character and devotion to Iredell County as
Joel Mashburn has exhibited over the past 21 years. It will be difficult, but it is our duty
to provide our citizens with the best possible leadership available.
"We have a lot on our economic plate this year. It will be a challenge to
continue to provide all the same services that our customers have grown to expect in
light of the current downturn in the economy. We will have to make many difficult
decisions in the upcoming budget year. But, with all the negatives that have been
placed at our feet, I feel our board is up to the task. Many of us in county government
have struggled through times like this before and succeeded, and we will be successful
once again. There are years of experience on the board and we have an outstanding
county staff. With God's blessings and with this group of public minded servants in
place, Iredell County's best is yet to come.
"Thank you Sara Tice, for giving 18 years of your life to Iredell County. Sara is
going to be missed more than any of us really can imagine. Her leadership has been a
steadying force, as she led us through many good times as well as through the rocky
roads during her tenure as commissioner.
"Thank you, Marvin Norman. Iredell County owes Marvin a debt of gratitude
for his willingness to serve, and for the leadership he has exhibited over the past two
years as chairman. Marvin has always gone that extra mile to assure everyone
appearing before the board by being gracious and sensitive. His example of leadership
and his steadfastness has led to much of the widespread support that has been granted to
us by the citizens.
"Finally, from an ole country boy who grew up on the north side of the South
Yadkin River, 1 wish to once again express my thanks to all the many people who have
stood by me and supported me over the years, and to my wife, Patsy, and to my family.
When I set out for my first run for an elective office in 1992, I could never imagine that
someday it would have led to this office. You, the people of Iredell County are special
people. I pledge to you, with God's help, to do my best to make you proud."
ELECTION OF VICE CHAIRMAN: Commissioner Johnson nominated
Commissioner Marvin Norman for the Vice Chairman's position. No further
nominations were submitted.
OTION by Chairman Williams to close the nominations and elect Marvin
Norman by acclamation as the Vice Chairman of the Iredell County Board of
Commissioners.
VOTING: Ayes — 5; Nays — 0.
ELECTION OF THE COUNTY ATTORNEY: Commissioner Norman
nominated William P. Pope for the county attorney's position.
MOTION by Commissioner Johnson to close the nominations and to appoint
William P. Pope as the county attorney by acclamation.
VOTING: Ayes — 5; Nays — 0.
ELECTION OF THE CLERK TO THE BOARD: Commissioner Robertson
nominated Jean C. Moore for the clerk to the board position.
MOTION by Chairman Williams to close the nominations and to appoint
Jean C. Moore as the clerk to the board by acclamation.
VOTING: Ayes — 5; Nays — 0.
BOARD SEATING ARRANGEMENT: On Chairman William's immediate
right-hand side will be Vice Chairman Marvin Norman followed by Commissioner
Ken Robertson. On the immediate left side of Chairman Williams will be
Commissioner Steve Johnson followed by Commissioner Scott Keadle.
REQUEST FOR APPROVAL OF THE PUBLIC OFFICIALS' BONDS:
Chairman Williams requested Deputy County Manager Blumenstein to provide a
summary on the bonds that were required by the state statutes.
Blumenstein said funds in the amount of $712.50 were budgeted for the
following county positions:

Note: The Sheriff's $10,000 bond coincides with his four-year term.

bonds as presented.

ANNOUNCEMENTS/APPOINTMENTS OF BOARDS AND
COMMITTEES REQUIRING REPRESENTATION BY THE
COMMISSIONERS: Chairman Williams announced that with the departure of
former Commissioner Sara Haire Tice, changes were needed on some of the committees
requiring board member representation. The following chart shows the committees and
the commissioner who will represent the board effective December 2008.

CANCELLATION OF THE DECEMBER 2 BRIEFING SESSION:
Chairman Williams advised that due to the December 2 meeting having such a light
agenda, the 5 P.M. briefing session would be cancelled.
ADJOURNMENT: OTIO by Chairman Williams at 11:10 A.M. to adjourn
the meeting. (NEXT MEETING: Tuesday, December 2, 2008 at 7:00 P.M., in the
Iredell County Government Center, Commissioners' Meeting Room, 200 South Center
Street, Statesville, NC.)
