Board Members Present Chairman Marvin Norman Vice Chairman Sara Haire Tice Steve Johnson Ken Robertson Godfrey Williams Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstein, Assistant County Manager Tracy Jackson, Assistant Planning Director Steve Warren, Library Director Steve Messick, Assistant Library Director Peggy Carter, Fire Marshal Lloyd Ramsey, Purchasing Agent Dean Lail, Transportation Director Ben Garrison, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Norman RUSS ROGERSON INTRODUCED: Commissioner Tice introduced Russell (Russ) Rogerson, the new Executive Director for the Mooresville -South Iredell Economic Development Corporation. Tice said that Rogerson was the former Executive Vice President for GreaterFindlaylnc (GFI), in Findlay, Ohio. She said with Rogerson's leadership, GFI was ranked as the sixth best micropolitan community for new and expanding facilities by Site Selection Magazine. In addition, she said the area had placed in the magazine's top 20 best economic sites during the past 10 years. REQUEST FROM THE REGISTER OF DEEDS FOR APPROVAL OF AN E- COMMERCE SOFTWARE AGREEMENT WITH COTT SYSTEMS: Deputy County Manager Susan Blumenstein said the Register of Deeds' office had advised of changes for this software agreement since it was first submitted. She requested for the item to be deleted from the agenda to allow time for the Register of Deeds to submit a corrected version. Commissioner Robertson noted several unanswered questions on the agenda request form. He requested for the Register of Deeds to supply this information before the agreement was resubmitted. REQUEST FOR APPROVAL OF A THREE-YEAR HVAC CONTRACT ("PRIME" SERVICE/MAINTENANCE) WITH JOHNSON CONTROLS FOR THE SYSTEM AT THE SOCIAL SERVICES BUILDING/EASTSIDE DRIVE, STATESVILLE): Purchasing Agent Dean Lail said a basic service agreement was already in place with Johnson Controls for the Social Services Building. Lail said recently, however, there had been increased repair and service costs that were not covered under the present contract. He said for this reason, the staff was recommending a "prime" contract at a cost of $9,353.75 every three months, or $37,415 a year. Lail said an architect designed the system for the building that was completed in March of 2006, and there was a one-year warranty. Commissioner Robertson voiced concerns about the new building's repair costs. He expressed a desire to know the root cause of the problems, and he asked if there were design errors. Commissioner Williams asked if the problem was more of a mechanical nature. Lail said yes, it was a mechanical problem. County Manager Mashburn said there was not a design problem. He mentioned the staff would re -review the HVAC agreement before the signatures were obtained. ADJOURNMENT: Chairman Norman adjourned the briefing session at 5:45 P.M. Approval: Clerk to the Board
