HomeMy WebLinkAboutOctober_16_2012_Regular_MinutesIREDELL COUNTY BOARD OF COMMISSIONERS REGULAR MINUTES OCTOBER 16, 2012 The Iredell County Board of Commissioners met on Tuesday, October 16, 2012, at 7:00 P.M., in the Iredell County Government Center (Commissioners' Meeting Room), 200 South Center Street, Statesville, NC. Board Members Present Chairman Steve Johnson Vice Chairman Marvin Norman Frank Mitchell Ken Robertson Sara Haire Tice Staff present: County Manager Ron Smith, County Attorney Bill Pope, Deputy County Manager Tracy Jackson, Finance Director Susan Blumenstein, Interim Health Director Susan Johnson, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Johnson INVOCATION by Chairman Johnson PLEDGE OF ALLEGIANCE ADJUSTMENTS OF THE AGENDA: MOTIO by Chairman Johnson to approve the agenda as presented. (He did note that after the closed session, there would be an announcement by Commissioner Mitchell.) VOTING: Ayes — 5; Nays — 0. ADMINISTRATIVE MATTERS Request from the Iredell-Statesville School System for Approval of an Application for North Carolina Education Lottery Funds Associated with a Project at Lake Norman High School (public restrooms, storage and concession areas) as well as Approval of Budget Amendment #9 to Accept the Funds: Iredell-Statesville Schools Director of Facilities and Planning Dr. Kenny Miller requested permission to apply for $241,055.80 from the Public School Building Capital Fund — North Carolina Education Lottery. Miller said the money would be a reimbursement for an addition to Lake Norman High School which included public restrooms as well as storage and concession areas. MOTIO by Vice Chairman Norman to approve Budget Amendment #9 for the lottery proceeds of $241,055.80 and for appropriation to the Iredell-Statesville Schools. VOTING: Ayes — 5; Nays — 0. BA#9 10/16/2012 Account # Current Chane Amended 104700 4571.01 Lottery Proceeds - ISS - (241,056) (241,056) 105700 5600.04 Iredell-Statesville Lottery 274,221 241,056 515,277 Request from the Iredell-Statesville School System for a Discussion/Permission to Apply for a Rural Economic Development Loan Grant (REDLG): Iredell-Statesville Schools Director of Facilities and Planning Dr. Kenny Miller said this type of grant was through the NC Department of Commerce. He said recently the finance officers from the school system and county, along with individuals with EnergyUnited attended a meeting where a representative from the state department advised that this would be a zero -percent loan or grant amounting up to $1 million. Miller said recently the school task force had completed a needs assessment which included two projects that were a littler larger than could be handled with recurring capital. He said the two projects were West Iredell High School and North Iredell Middle School where both sites had mechanical, electrical and plumbing needs. Miller said the two projects could be eliminated from the task force list if the REDLG funding became available. He said it was projected the two projects could be completed this summer, and they would not require any new money from the board of commissioners. Miller said the projects would be funded by recurring annual capital, and this was possible due to debt service being paid off in regards to lighting projects. He said some of the money had already been approved for controls upgrades and another portion of the lighting project would be used to debt service the REDLG project at West Iredell and potentially at North Middle. Dr. Miller said that once the application was completed, it would again need approval by the board of commissioners. He said engineers were working on a study, but it was felt that significant savings would occur through lower maintenance and utility costs. Miller said that in the 1970s, when West Iredell High was built, all electric heating and cooling was installed which included over 100 duct heaters which would be replaced. He said contact with PSNC had occurred for information about possible gas pack air conditioning units and upgrades. Miller said the removal of the duct heaters alone would result in a significant savings. Chairman Johnson said it was understood the school system could receive up to a million dollars. He asked if this meant the application would be filled out for a million, but a sum less than that might be received. Miller said possibly. He said bids needed to be in -hand when the application was submitted and exact amounts would be used. Dr. Miller said it was understood the costs might be between $700,000 and $1,000,000 or they could be less. Johnson said the loan total would encompass the amount of work to be completed. Miller said correct. He said, however, the loan could be up to a million dollars. Dr. Miller said a lighting upgrade could be done, especially removing T -12s, which were being phased out, and to replace them with T -8s. He said additionally, other items might be added to flesh out the million dollars. Miller said the board of commissioners would be apprised of this at a later date. Commissioner Robertson noted the change from strip heat to alternative and asked if the savings might make the payments. Miller said probably not. He said the West Iredell High utility costs ran around $275,000 to $290,000 a year. Robertson said the costs would have to be cut by at least a third. Miller said there would be significant savings but probably not by a third. Chairman Johnson said there should be some savings. Miller said yes. MOTION by Commissioner Tice to allow the school system to apply for the Rural Economic Development Loan Grant (REDLG). VOTING: Ayes — 5; Nays — 0. Request from the Health Department for Approval of Current Procedural Terminology (CPT) Code 90654, Fluzone Intradermal Vaccine, with an Associated Fee of $15: Interim Health Director Susan Johnson asked for approval of CPT Code 90654 for a Fluzone Intradermal Vaccine costing $15. She said this was a traditional flu vaccine; however, it used a shorter needle (instead of one inch it was one tenth of an inch), plus it was preservative 2 free. Ms. Johnson said the manufacturer had indicated that people received a better immune response, and it was somewhat more appealing to the public due to the shorter size. Chairman Johnson asked the wait time to receive a flu shot. Ms. Johnson said there had not been a long line, and the most time was spent in filling out the required paperwork. Commissioner Mitchell asked how many flu shots had been administered this season. Ms. Johnson said as of Thursday, October l 1 that 626 vaccinations had been provided. Request for Approval of the September Refunds & Releases: County Manager Smith said the tax department had submitted the refunds and releases for September and everything appeared to be in order for approval. COUNTY MANAGER'S REPORT: County Manager Smith said the Emergency Management Department had requested for the board to be advised about an earthquake drill. Specific information about the drill is as follows: Southeast Shakeout (First -Ever Earthquake Drill for North Carolina, Maryland, Virginia, South Carolina and Georgia) October 18, 2012 10:18 A.M. CLOSED SESSION: Pursuant to Personnel — G.S. 143-318.11 (a) (6), Chairman Johnson at 7:15 P.M., made a motion to enter into closed session. VOTING: Ayes — 5; Nays — 0. SELECTION OF A NEW HEALTH DIRECTOR: Commissioner Mitchell said a new health director had been selected through a recommendation of the Iredell County Board of Health. He said the individual's name would be divulged on Wednesday, October 17, 2012 by the county manager's office. ADJOURNMENT: MOTION by Chairman Johnson at 7:35 P.M. to adjourn the meeting.
