Board Members Present Chairman Steve Johnson Renee Griffith Ken Robertson Absent: Vice Chairman Marvin Norman (sick) Staff present: County Manager Ron Smith, Deputy County Manager Beth Dirks, Finance Director Susan Robertson, 1CATS Director Ben Stikeleather, Fire and Emergency Coordinator David Saleeby, EMS Steve Mauney, and Clerk to the Board Retha Gaither. CALL TO ORDER by Chairman Steve Johnson INVOCATION by Chairman Johnson PLEDGE OF ALLEGIANCE ADJUSTMENTS OF THE AGENDA: OTION by Chairman Steve Johnson to approve the agenda with the following adjustments: Deletion: Closed Session Pursuant to G.S. 143-318.11 (a) (5) Property Acquisition Addition: Closed Session Pursuant to G.S. 143-318.1 1 (a) (6) Personnel Closed Session Pursuant to G.S. 143-318.11 (a) (4) Economic Development Appointments to Board and Commissions — Chairman Johnson asked to suspend the rules and proceed with an appointment to the Board of Health. VOTING: Ayes — 3; Nays — 0. Presentation of a Commemorative Plaque for Mr. David Boone: Chairman Johnson asked Mr. & Mrs. Vester Boone, parents of David Boone, to come forward. Chairman Johnson read the following resolution in memory of Commissioner Boone who passed away on April 27, 2014. Resolution In Memory of David A. Boone WHEREAS it is with the deepest regret that the Iredell County Board of Commissioners acknowledges the death of Commissioner David A. Boone, who departed this life on April 27, 2014; and WHEREAS David was elected and served on the Iredell County Board of Commissioners from 1992-1996; 1996-1998; and from 2012-2014; and WHEREAS, David served as the Vice -Chairman of the Iredell County Board of Commissioners from 1992-1996; and WHEREAS David exemplified the true meaning of a "dedicated public servant" having served on numerous committees and boards such as the Fire Service District Board of Directors, 1 May 20 2014 Centralina Council of Governments, Iredell County Board of Health, Home and Community Care Block Grant Committee and Iredell County Board of Social Services; and WHEREAS David was an unpretentious man of high character who was committed to the welfare of others and to Iredell County; and WHEREAS David exuded a certain conservative insight and intelligence through his knowledge and eagerness to learn; and WHEREAS most importantly, David was a Christian man who conveyed both a love and strength for his,family, friends, and community. NOW, THEREFORE BE I T RESOLVED that the Iredell County Board of Commissioners hereby memorializes David A. Boone for his distinguished and impressive career in local government and for his life and memory that will be sorely missed but highly cherished and revered. BE I T FURTHER RESOLVED, that this Resolution be included in the permanent minutes of the Iredell County Board of Commissioners, and that a copy be presented to the family of Commissioner Boone with the deepest respect and utmost appreciation. MOTION by Chairman Johnson to include this resolution in the permanent minutes. VOTING: Ayes — 3; Nays — 0. Chairman Johnson presented the resolution along with a commemorative plaque to Mr. & Mrs. Boone. A duplicate plaque will hang in the foyer of the Government Center. Vester Boone, father of David Boone, thanked the members of the Board and county staff for the kindness, support, and prayers they have received since the beginning of Mr. Boone's illness. Presentation of Certificates for Graduates of the Iredell County Citizen's Academy: Chairman Johnson asked Citizen's Academy Coordinator Ben Stikeleather to present certificates on behalf of the Board of Commissioners. Stikeleather explained that the academy is a 13 -week class citizens can participate in to learn about county government. He thanked each one for their involvement and dedication. Jennifer Christian, member of the academy, read a thank you note from the entire class to Mr. Stikeleather. The card expressed their appreciation for well thought-out, informative sessions where each presenter was a positive reflection of their fellow staff members. She said Mr. Stikeleather went above and beyond to ensure each class member was informed and engaged. She said he not only represented his department but all departments with professionalism, enthusiasm and dedication. The following citizens participated in the 2014 Citizen's Academy: LaBreeka Anderson, William "Billy Buck" Blevins, Jennifer Christian, Terri Cook, Anthony Darty, Brett Eckerman, Barbee Ervin, Joanna Everidge, James Hatfield, Daniel Miglin, Matthew Pentz, Charles Pinkston, Sybil Rivers, Brenda Speece, Patricia Stevens, and Charles "Skip" Weber. Request from Teresa Adams, Managing Director of the Children's Homes of Iredell County, to Waive Fees to Solid Waste: Brenda Speece, former director and representing Teresa Adams, thanked the Board of Commissioners for all of the consideration over the past years. This request is for the Special Treasures Thrift Store (Work Force Development) which will soon celebrate its third anniversary. The store has been very successful with the help and donations from citizens of Iredell County. The store accepts donations of household items, outdoor items, clothing, etc. and during the past week they had 16 pick-ups. Unfortunately some items are in disrepair and cannot be sold but need to be taken to the landfill. The request is to waive any fee that may be imposed by Solid Waste to dispose of those items. 2 May 20 2014 Commissioner Ken Robertson asked the County Manager if it would be best to waive the fees or reimburse at the end of the year. Smith said waiving the fee is probably the easiest, but asked Solid Waste Director David Lambert to come forward to answer questions. Commissioner Renee Griffith asked for an estimate of the potential fees. Solid Waste Director David Lambert said a fee waiver has been place since April 18, 2006. He found a copy of the memo in the files that said the Board voted to waive the fees on waste brought in by non -profits. However, there is a stipulation. It must be household waste that was donated to the non-profit. If a manufacturer or company wants to donate, (i.e. a hundred head- boards without foot boards or rails, which are useless) then it is not considered household waste and there would be a charge. Lambert said the normal fee would be waived at the scale. ADMINISTRATIVE MATTERS Request from the Finance Department to Approve BA #35 to Transfer Funds from General Fund to Emergency Telephone 911 Fund: Finance Director Susan Robertson said budget amendment #35 will appropriate $210 to the 911 Fund. Each August, an annual report of revenues and expenditures is provided to the State 911 Board. This year the 911 Board determined there should be a reimbursement of $209.26 for an annual ATT bill. Budget Amendment Fiscal Year 2013-14 To transfer funds from the General Fund to Emergency Telephone System BA#35 Fund to cover prior year expenditures determined ineligible by the North 5/20/2014 Carolina 911 Board. Teleohone - 210 210 384880 4950.10 Transfer from GF (210) (210) 385534 7326.00 Fund Balance - Bud Increase 48,763 210 48,973 Request from the Finance Department to Approve BA #36 to Increase Healthcare Benefit Fund Revenues and Expenditures: Finance Director Susan Robertson said budget amendment #36 will increase the revenues and expenditures in the Healthcare Benefit Fund. This has been an extraordinarily difficult year with catastrophic claims to the Healthcare Benefit Fund. Local Government Budget and Fiscal Control Act requires no spending on items that are not budgeted. Although the County has received stop -loss payments to cover most of the excess costs, the budget amendment is required to comply with statute requirements. Over $1 million were budgeted in stop -loss payments for FYI 3/14. Robertson believes the total will be at least $2.5 million on the stop -loss claims by the end of June 2014. This is not a new appropriation from any other operating fund, it is just to recognize the stop -loss. OTIO by Commissioner Ken Robertson to approve budget amendment #36. VOTING: Ayes — 3; Nays — 0. May 20, 2014 Budget Amendment Fiscal Year 2013.14 Request from the Finance Department to Approve the Juvenile Crime Prevention Council Certification: Finance Director Susan Robertson said this is a request to approve the 2015 Juvenile Crime Prevention Council Certification. Iredell County receives $15,500 each year to support the administrative portion of the Juvenile Crime Prevention Council. There are certain standards the council is required to meet. Presently all standards have been met except filling all positions. Right now council membership is out of compliance but they are working diligently to fill those vacancies before the next funding year. OTION by Commissioner Renee Griffith to approve. VOTING: Ayes — 3; Nays — 0. PUBLIC COMMENTS Mr. Ed McClelland of West Iredell and retired teacher of Iredell Statesville Schools addressed the Board. Due to issues from a stroke, he asked a friend to read a prepared statement to the Board of Commissioners. Mr. McClelland suffered a stroke in February, 2014. He told his story of calling 911 and the immediate excellent care he received by members of the West Iredell Fire Department and Iredell County EMS. He expressed his deep gratitude for everything they did to help him. He feels without them he would not be here today. He wanted to publicly thank the emergency responders and the County for hiring such well-trained individuals. Mr. McClelland suggested that all county employees learn CPR and that all county owned buildings have an automatic external defibrillator on site. COUNTY MANAGER'S REPORT County Manager Ron Smith reported, ironically and unrelated to Mr. McClelland's comments, AEDs are being purchased for county owned buildings.
